„HaLT – Hart am LimiT“

An alcohol prevention program for children, adolescents, and young adults

HaLT has two parts:

Objectives & target groups

The objectives are to

  • protect children, adolescents, and young adults from alcohol consumption that is harmful to their health.
  • assist adolescents and young adults in consuming alcohol responsibly and avoiding excessive alcohol consumption.
  • to motivate adults to be good role models when it comes to alcohol.
  • to raise awareness among adults of the need to comply with youth protection laws when serving alcohol: beer, wine, and sparkling wine are only permitted from the age of 16, spirits only from the age of 18.
     

Implementation

HaLT consists of two components: “HaLT-reactive” and “HaLT-proactive”.

HaLT-reaktiv

HaLT-reactive becomes active when there has been a specific alcohol-related incident, e.g.:
A 15-year-old is taken to hospital with alcohol poisoning after a party.

→ The HaLT prevention specialist visits the boy and offers him and his parents a free consultation. Together, they reflect on what happened and develop strategies for low-risk alcohol consumption. Further help is offered if necessary.
 

HaLT-proaktiv

HaLT-proactive takes a preventive approach to prevent alcohol-related incidents in advance, e.g.:
The local soccer club is planning a club party to celebrate its 40th anniversary. Alcohol will be served. Minors will also be present.

→ The HaLT specialist works with the club to develop regulations on how to comply with the Youth Protection Act and provides information materials.

Workshop

A seventh-grade teacher notices that alcohol is becoming more and more of an issue and contacts the nearest HaLT center.

→ A HaLT specialist conducts the “Tom & Lisa” prevention workshop with the school class.

Structure

The HaLT program celebrated its 20th anniversary in 2022. There are now over 150 HaLT locations in 14 German states. The HaLT network—consisting of locations, state coordinators, trainers, and scientists—is coordinated by the team at the HaLT Service Center at Villa Schöpflin in Brombach (Lörrach).

HaLT has been financially supported from the outset by the Schöpflin Foundation, based in Lörrach.

Since 2019, the implementation of the program has been supported by the GKV Alliance for Health.


Development & Evaluation

The alcohol prevention program “HaLT – Hart am LimiT” (HaLT) has been running in the district of Lörrach since 2002. It was developed by Villa Schöpflin – Center for Addiction Prevention in response to the increased number of cases of alcohol poisoning among children and adolescents in the district.
On behalf of the Federal Ministry of Health (BMG), HaLT was tested as a federal model project at 11 locations throughout Germany from 2003 to 2007 and evaluated by Prognos AG in Basel. Based on the positive evaluation results, Villa Schöpflin was commissioned by the BMG to disseminate and coordinate the alcohol prevention program nationwide.
